Day Hospital™ Within A CORF Setting
Comprehensive Outpatient Rehabilitation Facility (CORF)
is an outpatient venue, specifically recognized by Medicare. CORFs are
designed to provide a wide array of functional, therapeutic and restorative
care services to patients with diverse medical and rehabilitation needs.
Product lines often included in a CORF are Medical Day Hospital™,
neurological institute, industrial medicine clinic, bone and joint center,
pain management clinic and complementary medicine programs.
Cherilyn G. Murer was the administrator
of one of the first CORFs recognized in this country. Ms. Murer was the
recipient of the 1981 Myrtle M. and Tom B. Meddlers Award given annually
by the Easter Seal Society recognizing the nation's most outstanding outpatient
rehabilitation administrator for excellence in management.
Since its inception in 1985, planning and developing CORFs has always
been a key product line of Murer Consultants. The Paulson Center, a Comprehensive
Outpatient Rehabilitation Facility (CORF), a dba of Hinsdale Hospital
in the western Chicago Suburbs was the first full development project
completed in 1986 by Murer Consultants. The project entailed:
a.) a feasibility study
b.) working with the architect on the building design
c.) full development including:
i. program
design
ii.
ordering equipment
iii.
hiring staff
iv.
managing facility for first year
Over the past seventeen years, Murer Consultants has assisted hospitals,
health systems, physicians and individuals in establishing CORFs.
Murer Consultants begins with a Master Development Plan (MDP) within
the first 30 days of the engagement. The MDP details work plans, assignments
and timetables for:
- Regulations
- Certifications
- Product line identifications
- Organizational structure
- Finance/reimbursement
- Space configuration
- Clinical program development
- Administration and clinical systems
- Continuum of care integration
Murer Consultants not only provides guidance and direction, but hands
on operational consultation by providing polices, procedures, completed
Federal and State licensing packets, organization of materials for surveys
and liaison with State and Federal regulatory agencies regarding licensure
and certification issues as well as the fiscal intermediary related to
provider identification and reimbursement.
Murer Consultants understands the need for financial parameters and provides
3 year financial Pro Forma that include the following:
- Projected occupancy volume
- Gross revenue
- Net revenue
- Line item expense
- Net margin
- Staffing plan and mix
- Staffing projections by product line
- Projected salaries and benefits
- Payor mix
- Depreciation/amortization schedules
- Start up costs
- Clearly identified financial assumptions
